But I can use files when 23.0 database is not active. So my question is, can I use 23.0 tactics if the 23.0 update database is inactive and can use files?

The database you are trying to use is a pre FM23 23.3.0 match engine database and not compatible with the current match engine. You can download the (FM23) Leagues Mega Pack by @Timo@ (175 nations + 5 Others Competitions) database that is FM23 23.3.0 match engine compliant. It has Turkey down to Division 6. You only need to load the Leagues you are interested in playing.

You can use any tactics from FM23 on any database that you can load. You cannot load databases through the editor that are not FM23 23.3.0 match engine compliant.
