I don't want to buy a player just find better players couple weeks after? Expand There is no specific date. It depends on the situation. If you are about to get promoted or expect a massive reputation jump for some other reason wait for the new season to start at least. For prices, deadline day is probably best. If you don't want any competition for a signing then do it outside of the transfer window. And so on.
In essence always be on the lookout for a good deal and as situation changes evaluate if it's a good deal or not at that time.
