For me Haaland is the best, he has more ways to score because he is a strong aerial threat in addition to his other great attributes. He is also younger and has much better natural fitness so he stays elite for a longer time. But they are both still amazing of course.
Best can be subjective, In terms of optimization I'd argue it's haaland, he's simply the best physical ST in the game.
In terms of value? Plenty of options but the one I'll throw in is Thomas Amang, 18 pace 16/16 for acc/JR. On a pre-contract start of game since FM21, Has always had 30PA to grow into, Likely resulting in a 17/16/19 Physicality split, quite absurd and has always been available for under 1 million usually.
Development wise? If you are going to insist on using a ST formation and not following the strikerless meta, I'd be looking at someone with around 60~ PA to grow into to be trained adequetly to 20/20 ACC/Pace, and at least some jumping reach also.
Some names to consider: Sami Bouhoudane Mohamed Kader Meïté Shumaira Mheuka Chido Obi Victor Orakpo <- Best option in my opinion. Shaqueel van Persie
