As far as I know you can't upload the same tactic more than once.
Probably, you tried to upload a tactic that you already uploaded some time ago and forgot about it.

so if I want to upload cake 2.0 after cake 1.0 for example I need to make major changes in order for it to be uploaded?

Not necessary it should be "major changes" but there's must be some changes.
