I'm doing very well with this tactic, I've played mostly France in the current edition and winning championships massively is no problem. I've just started at Monaco, also winning everything as much as possible. A lot of goals are coming in, I recommend it.
I ran a few test scenarios of this in my own sandbox, and if by "broken" you mean the tactic doesnt work, i agree.
