FMRTE is standalone but there're some things that can be edited only via FMRTE and some thing that can be edited only via the official in game editor so it's very handy to have both
I dont know if it is reliable. But if you didnt know the main factors are age and professionalism(how well they train) along with game time once they are 18+. Outfield players stop devloping around 27 years old and keepers get a few more years but they wont go up loads after that point.
Ambition and determination do also help, but you'd rather have 15+ professionalism and can get away with 10 for ambition and determination. Players do the most development between 15-23.

Not sure on accuracy or how its calculated but I often find this percentage increases when the player is playing matches

what about before turning 18? what should we do? keep them on U19 playing? or loan them out/playing in the first team?
Because i have a couple of players that are 17 and they are the best players under that position on my first team
