Perhaps they haven't updated the upper and lower limits yet. I doubt they would've restarted if the RNG wasn't actually reduced by the new testing league.

I'm not sure if results would be the same regardless of difficulty. Are some tactics not better against harder teams than they are against weaker teams, relative to other tactics?
- Removed overlap and underlap - Attacking mentality - Removed 'run wide with ball', 'dribble more' and 'shoot less often' from FB - Added 'cross from byline' and 'aim crosses at near post' to FB
- 'Cross from byline' and 'take more risks' added to W - 'Take more risks' and 'more direct passing' added to IWB - 'Take more risks' removed from AF and VOL

I didn't say that it would have the same performance, nor did I say that it wasn't a trade off. My point was that the effect of those instructions is marginal and, from my experience, only amounts to a loss of a few expected points per season, which in some cases may be counteracted by not having as many key players suspended.
The yellow cards are mostly caused by the 'Get stuck in' TI and 'Tackle Harder' PIs that all the meta tactics have. You can probably remove those instructions without it affecting your performance too much, if the yellows are bothering you.
