I don't like all this updates (changes in ME) and waiting for new database (leagues mostly) extensions so I buy new version around June, when there's a promo on steam
If you look at the past experience then SI stops releasing any significant M.E. changes for the current FM version after December/January because after that date they start working on a new FM version. Yes, they still may release some patches but they never include any significant M.E. changes.
So SI usually seals and packs the M.E. around December/January and after that date you can buy the game without fear to see any further patches turning everting around in the game.
The release date has been announced - 8th November.

I really hope there'll be something new in FM23 and it won't be just a "transfers update"

I really hope there'll be some significant changes in the M.E. because the M.E. haven't seen any significant changes for many years already.
