It depends on the league you play in.
For example, if you play in EPL then 15+ Acc, Pace and Dribbling wouldn't be "fantastic" at all for such strong league, it would be just average.
Not all attributes matters there are some meta attributes that makes a huge difference.

Dude, honestly, normal play and holidaying is one of the most inaccurate ways to test tactics
Birmingham is predicted 17th, it's one of the weakest teams in the league, so the RNG is huge in this case. Normal play isn't a proper testing, especially, when holidaying because the RNG is huge. it's more like a roulette.
For example, here's my test with Birmingham using this tactic, as you can see I got the 1st place with 103 points.

I totally understand, and agree to a point, I am after all a software tester by trade.
Nonetheless, with the tools and functionality available to me in this scenario, my personal test is as good as I can get it, I've been honing it since Kevin Tom's Football Manager on the BBC B circa 1983
Very excellent tactic mate ! Very solid but my striker (Lukaku) didn't score a lot. But the results are there ! Second season with Chelsea. No transfer, holliday mode all year : Winning PL, UCL, FA Cup and Community shield !
