Yes, the Ball Playing Defenders have high dribbling settings as well as the Sweeper Keeper but you really won't see the Sweeper Keeper are doing any dribbling in matches, the same for the Ball Playing Defenders even with high dribbling settings they almost don't do dribbling in matches.
I find Vision attribute is more important for Central Defenders than Dribbling because I see the Central Defenders do a lot passes every match and they are responsible for starting attacks with accurate passes and not just hoof the ball forward.

When you play with the strongest team in the league and you win every match 10 - 0 then every positions in the tactic gets very high ratings from 10.00 to 8.00.
When you play with the weakest team in the league and you draw and lose a lot then every positions in the tactic gets low rating from 6.00 to 5.00

It's my tactic! Everyone just copies my tactics"!

IMHO, Trequartista role doesn't work well in FM20, there are better roles for strikers.
I'm planing to train some of my player few "Player Traits" but I'm not sure if it would be beneficial for them because I don't know whether "Player Traits" cost any "Ability Points" or not.
