The reputations of U18s and U23s leagues aren't high enough to allow players reaching their full potential playing in them.
To reach their full potential players must play in very high reputable leagues as English Premier League, La Liga and other similar league.
The same rules apply to real life football, Messi would never become the person who he is now if he played only 5-10 matches for Barcelona in La Liga every season. So to reach their full potential players must play as many competitive matches as possible.

In FM you can say "it's enough" only when you have all the best players in the game in your team. Usually, the best players have their CA in a range 180-200.
As you can see your team is no where near to be "enough" because the CA of your best player is only "169" and the highest CA in the game is "200" so there's still a lot of space to "grow".
Bring in your team 180-190 CA players and I'd say only then you can say that you're close to say it's enough".

but there're scenarios when you lead like 2-3 goals and it's about 30 mins left and I think in such scenarios you really don't care about the general tactic performance because the solidity of the defense is more important at that moment
Obviously, 1 man advantage is a huge advantage for the opposition but it isn't tragic as it might look and if at that point you already have a lead by 1 goal or more then you still a good chances to keep the winning score or at least grab a draw.
I usually remove one of the advanced forwards and play with these combinations:

As I can see the set pieces, TIs and the most of the roles/duties are from this tactic - Positive Tiki Taka ( Different Tweaks )

It's very important no to make a huge mistake and play with 2 Advanced Forwards because you'll be just smashed.
