Nahh... it isn't a copy of snow-halation. It uses 5 different roles and 3 different duties so the difference is too big to call it a copy.
When it comes to the TIs then they are the same but you can find the exact same TIs in many other different tactics they are very popular because all the top tactic uses them.

In FM I've seen even worse bad luck than that. I remember few matches where my opponent had 0 shots on target but managed to score few goals and all of them were own goals
Please see attached screenshots for the 424 i have just uploaded. Had a terrific season with atalanta winning the league and a respectable 4th place with Real Betis along with a Copa del ray win also. Won basically everything with united but i cant seem to find the screenshots as this was tested a week ago but it was a massive success haha. I will run it again and post there successes
This is a very attacking tactic so i am not saying it will work with every team but again as all these tests are done on holiday mode with all external factors in play, it is basically just showing the worst case scenario the tactic will do because they will all 100% run better in a played save file instead of on holiday

I'd say it did Ok... overachieved for few places above the media prediction before the season so it isn't bad at all.
Leeds
I've tried it with Leeds and finished the 6th place, got an Euro Cup spot.
Getting 63 points with Leeds isn't bad at all
Unfortunately, as far as I know you can't "freeze" anything with with the official in-game editor

I think 5.5 rating for a 4-4-1-1 tactic would be a good rating
