It seems incredible, didnt expect it was like that. I just though if a tactic has 60 rating it meant the tactic is supposed to win the 60% of the matches against equal teams. Thank you for explain that

Do you know why this tactic is in the hall of fame instead of 4231 Death Star? Both have same score but the other one has +1 at GD.
