There might be some difference in how the tactic reacts after the set pieces, but that is extremely difficult to measure.

You can probably use Rebalance 1 and Growth 2, they fit in the four sessions available for semi-professional teams. Keep in mind you can probably buy an entire squad of better free players when you get promoted, so the benefit of training in lower divisions might be questionable, considering the poor facilities and staff.

The set pieces are the same, but keep in mind they were developed during Beta. That means you can probably find better set pieces from other people, like @Gerrard. He is often considered one of the best at making FM tactics (if not the best), and it is probably a good idea to check his set pieces too.
The problem of trying to win Premier League with only cheap players is that most top teams of the league have an average of 14-15 pace/acceleration in all players, so picking fast players with 13-14 of speed is nothing impressive at that level.

I can only talk about my personal opinion, but the "best" might be very different for other people. So, in my opinion, the best ready players for AMC are Foden and Palmer. Bellingham and Raphinha are also great, but they would probably be used in their natural positions instead. Musiala, Estêvão and Nkunku are also good alternatives.
