A bit of background first. My current save I am using 3 Managers in very low leagues. First is John McClane starting with Glasgow United (formerly Shettleston) in tier 7 of Scottish Football. Second is Hans Gruber starting with Tyreso FF in tier 4 of Swedish Football. And lastly me starting with my local club O'Connor Knights in the Capital Premier League in tier 4 of Australian Football. So very different clubs in very different locations.
Started the save in Scottish time so Hans joined after 9 games in Sweden when Tyreso FF were on 5 points. Just missed promotion after a stellar run. Second season won the league and got promoted. I joined O'Connor Knights with only a handful of games to go and took them from relegation zone to mid table. O'Connor Knights won the Capital Premier League and got promoted by winning the State Premier League promotion playoffs. I am using a lower league add on for Glasgow and a made up football pyramid for O'Connor Knights that has promotion and relegation the whole way up. Glasgow is now leading the tier 6 comp after winning tier 7 last season.
How do I use the Genie Scout filters. As you can see from my background above we don't have much money. In my save, the off season and mid seasons are different for each nation. When looking for players I select based in the particular country or sometimes I use region for Sweden. I then sort by position rating and then by contract end date. That gives me the best players that don't have current contracts.
I always look at the ratings of the clubs at the next level and try and find players at around the average of the 4th team down to the last team. Say the best team is rated 60%, bottom is 54% and 4th is 58%. I will look for player around the 56% mark. But I do take into account the Player Position rating out of 20. To make the 56% if the rating is 18, you need 59%, and to make 56% if the rating is 19 you need 57.5%. Calculations were list in my shortlist post.
I also try to stick to youth. The average age of my squads are 18.6, 18.9 and 19. It means they don't tend to drop in ability, and tend to increase. Given my teams have been semi pro or amateur to date they don't improve much. O'Connor has just turned pro moving into the A League 3 so hopefully the young team will now improve a fair bit more in coming years.
@ZaZ is right, I use Genie Scout with a custom Ratings file. You can read all about it at the Positional Filters Forum Positional Filters Forum Link.
I download the results to Excel and add the manual components relating to Positional Ratings there. I have a spreadsheet that I use for my own squad analysis and selections that does the remainder of the analysis.

Well after a bit of working through things I have the results. I took about 200 with the best ratings and added a few from below that to pad out some of the Blue positions. Ended up with around 250 of the best players using the ykykyky balanced ratings file. After downloading all the ratings for all the positions I then manually added all the Playing Position ratings for all those players, but only if they were at least 15. I probably should have only used 18 and above but hey it is all done now. I have arranged it into the top 20 for each position. I also decided to add non ZaZ Blue positions for people not using ZaZ Blue tactic. Just remember these numbers may be different for each persons game. I have split the results into 2 sections, first for defenders and second for attackers.

I also selected the best from each position and put them into the ZaZ Blue structure. Here is what the best team would look like.
The team rating is 90.9 which is more than 4 points clear of the best side at the start my game save.
These rankings should work with any tactic even though they were originally designed for ZaZ Blue. Notice that in the main there aren't big margins at the top of the lists. If you were using ZaZ Blue you could easily drop a fair way down and have no noticeable impact on performance.

Which leagues are you interested in, I can do it for the top European sides I guess. If this isn't what you are after please let me know. I will start a game with all the major Euro sides and South American and then do the calculations. These will be the best players so wont help if you are playing something like English Championship.
You should also note that all saves will vary slightly with the attributes for players so it may not be the same in your game save. I will be using the ykykyky balanced ratings file and doing offsets for the positional ability of 2.5% for each point below the optimum 20 points which closely aligns with the FM Arena findings on the Playing Position Attributes Table.

It's not only JPA, JPP, Working with Youngsters (which have 4.0 in weighting), but other attributes as well. As everything in the game, attributes plays in combination. To make it more easy understandable: ST with 20 in Finishing, does not mean will score 200 goals. Other combination is essential. Same apply for staff. Expand

The original Dragons Breathe was the best tactic I have had so far. It remains untested. Is there a chance we can get it tested. I like to stick to my tactics and would like to know whether this is still the best. Thanks

You do need to be careful when you start just focusing on just the most important attribute to select players. For example, with the machine learning analysis there were 9 attributes with weightings at 50 or higher, with agility at 100. These attributes total nearly 600 between them. To just look at the attribute that makes up 16% of those, and just 7.5% of the total weightings for the position is risky. It doesn't seem like it would work to me. There maybe many GKs with low agility that score very high on the other 8 important attributes who are much better GKs. At least look at the top 5 attributes to make your decision. Agility, Reflexes, Strength, Acceleration and Concentration.
