But in all seriousness, There are no specific "shooting" team instructions and there is only one player instruction, shoot less often, which is applied to the full backs. It sounds like the team are creating the chances but the problem is finishing them. That sounds to me like player quality unfortunately. Look at who is taking the shots and see what you can do to restrict them from shooting.
How are you conceding the goals? is it from set pieces? who is in charge of your set pieces? if it is set pieces then download one of the set piece routines from here https://fm-arena.com/thread/9033-fm-arena-1-21-set-piece-best-hits/ *I'm not saying it is set pieces you're conceding from, just trying to see how you're conceding the goals*
Use data hub to see how the goals are being conceded and try to address them, do you have any screenshots from the games? if you do, can you stick them on here please
Your original Katana tactic hit 2.4 points positive RNG so to beat it at least by 1 point you need a tactic that would be better than your Katana by 2.4 points and also you need to hit at least 1 point positive RNG... I'd say that taks is almost imposibble Expand

Wing back on the left side accompanied by a defensive winger(as the wing back has a PI of cross from byline I wanted a bit more cover for when he bombs forward hence the defensive winger) Full back on the right accompanied by a winger on attack

In terms of being risky I would say its less risky purely based on the fact that less goals were scored in this test (-2 from v3.1)
Tackle harder encourages your players to be more aggressive in the tackle, risking the chance of more disciplinary actions against them, but with tackle harder and get stuck in I often find the player jumps into a challenge and could potentially miss the tackle leading to a space opening up which the opposition can exploit.
Being an elite team, teams will often play on the counter attack meaning if your players are jumping in and missing the ball then not only are you short at the back because your players are potentially up the field, hence being countered, but you've also potentially got your remaining defending players jumping into challenges which could lead to spaces in your defensive line being exploited.
On the other hand, getting stuck in and tackle harder can also disrupt your opposition as you're more likely going to commit fouls which will allow you to get players behind the ball again

I would say positive mentality should work, but I haven't tried it. Tackle harder for me all depends on the quality of player you have, But when I'm an elite team I do often remove tackle harder

I haven't uploaded a tweak of that nature mate as it wouldn't perform well in the test. But I would say reduce your tempo, remove prevent short GK distribution. You pretty much want to remove any instructions that involves your players leaving their designated positions. Try to create a wall that is capable of keeping hold of the ball

I want to ask you something. Is there something special about the Opposition instructions? Should I leave them empty, or to my assistant coach?

I leave opposition instructions alone, I don't leave them to the assistant manager either.
